Curriculum Vitae of His Excellency General Surayud Chulanont, Prime Minister of Thailand

Nay Pyi Taw, 23 Nov - His Excellency General Surayud Chulanont was born on 28 August 1943. He attended the Royal Thai Military Academy, the Infantry Center School and the Joint Staff College of Thailand. He also attended the Joint Staff College and the Resource Management Program, Ministry of Defence in the United States of America. In 1993, he attended the National Defence College of Thailand.

As a career in the Army, he served as Commanding General of the Special Warfare Command, Commanding General of the Second Army Area, Commander-in-Chief of the Royal Thai Army and retired as Supreme Commander in 2003. He became a member of the Executive Committee of the Anandamahidol Foundation in 2003 and has been serving as Privy Councillor since 14 November 2003. He was appointed as the 24th Prime Minister of the Kingdom of Thailand on 1 October 2006. He is married to Khunying Chitravadee Chulanont.

Plans made to put 200,000 acres of land under sugarcane and tapioca along Myitkyina-Tanai Road

Nay Pyi Taw, 21 Nov - Member of the State Peace and Development Council Lt-Gen Ye Myint of the Ministry of Defence together with responsible personnel of the SPDC Office and departmental heads left Mandalay for Myitkyina by air on 18 November.

Lt-Gen Ye Myint and party were welcomed at Myitkyina Airport by Deputy Commander of Northern Command Brig-Gen San Tun, senior military officers and departmental heads.

The next day, Lt-Gen Ye Myint and party went to Dunban Bridge construction project on Myitkyina-Namti-Tanai Road section at the mile post No 60/0 near Dunban Village, Phakant Township.

At the briefing hall of Dunban Bridge construction project, Engineer U L Htein Nan of Bridge Construction Special Group-15 of Public Works briefed Lt-Gen Ye Myint on progress in building of the approach structure, concrete laying tasks at No 1 pier and future tasks.

Next, Deputy Chief Engineer U Kyu Hin gave a supplementary report. Afterwards, Lt-Gen Ye Myint gave necessary instructions. Next, Lt-Gen Ye Myint and party inspected progress in building of the approach structure and concrete laying tasks at No 1 pier. Afterwards, Lt-Gen Ye Myint urged responsible personnel to strive for timely completion of the bridge and to meet the set standards. It is an important bridge for the region, he said.

During a meeting with officers, other ranks and their families at Dunban Station, Lt-Gen Ye Myint gave instructions on success to be achieved in agriculture and livestock breeding sectors and cordially greeted them.

Upon arrival at Yuzana all-round farming project of Yuzana Company at mile post No 98 on Myitkyina-Namti-Tanai road section, Lt-Gen Ye Myint looked into reclamation of land to cultivate sugarcane and land preparation with the use of heavy machinery. Next, U Htay Myint and responsible personnel of Yuzana Company conducted Lt-Gen Ye Myint and party around the project site.

Afterwards, Lt-Gen Ye Myint and party oversaw cultivation of sugarcane and grew a sugar- cane plant. At the briefing hall, U Htay Myint briefed Lt-Gen Ye Myint and party on reclamation of land, preparation for growing sugarcane and tapioca, strength of labourers and future tasks. In connection with the reports, Lt-Gen Ye Myint gave necessary instructions, attended to the needs and inspected land preparation at the mile post No 102 on Myitkyina-Tanai road section.

Yuzana all-round farming project has planned to reclaim the farmland between mile post No 74 and No 90, and No 98 and No 114 on Myitkyina-Tanai road section and cultivate sugarcane and tapioca on 200,000 acres of farmland.

At Hukaung Hall of Tanai, Lt-Gen Ye Myint and party held a meeting with departmental personnel, members of social organizations and local people and discussions on regional development tasks with them.

First, Chairman of Tanai PDC U Lwan Moe Han briefed Lt-Gen Ye Myint and party on efforts made in administration, economic and social welfare. Next, Brig-Gen Khin Maung Aye of Tanai Station gave a supplementary report.

Afterwards, Lt-Gen Ye Myint urged departmental personnel to take cooperative measures with the local people and members of social organizations in the drive for regional development tasks.

Next, Lt-Gen Ye Myint and party inspected Tanai Township Hospital and met with officers, other ranks and their families at the hall of the station and gave instructions on growing of paddy and other crops and measures to be taken for regional development tasks.

Lt-Gen Kyaw Win meets secretaries and executives of Monghsat District and Township USDAs

Nay Pyi Taw, 22 Nov - Member of the Panel of Patrons of the Union Solidarity and Development Association Member of the State Peace and Development Council Lt-Gen Kyaw Win of the Ministry of Defence, together with patron of Shan State (East) USDA Chairman of Shan State (East) PDC Commander of Triangle Region Command Maj-Gen Min Aung Hlaing, met with secretaries and executives of Monghsat District and Township USDAs at Bayintnaung Yeiktha in Monghsat on 20 November.

At the Women’s Vocational Training School in Monghsat, Lt-Gen Kyaw Win urged local authorities to provide assistance to trainees from remote areas, and the trainees to try their best at the courses. Next, he presented cash assistance to the trainees.

He proceeded to the agricultural farm of the poppy-substitute cultivation project in Wamhong. U Kyaw Naing of the local national race group reported on growing of rubber, honey orange and paddy, livestock breeding tasks and distribution of agricultural produce. The commander gave a supplementary report.

Lt-Gen Kyaw Win urged them to extend rubber and tea plantation s and poppy-substitute crops.

A total of 10,000 acres of land have been put under rubber and 300 acres under honey orange in Wamhong region. Cattle and pig are being raised.

Afterwards, they inspected maintenance of bridges along Monghsat-Tachilek Road.

Ayeyawady one of six reliable divisions of the State Lt-Gen Khin Maung Than meets departmental personnel of Ayeyawady Division

Nay Pyi Taw, 22 Nov - Member of the State Peace and Development Council Lt-Gen Khin Maung Than of the Ministry of Defence attended the meeting with departmental personnel of Ayeyawady Division at Eya Shwewa Hall in Pathein on 19 November.

Also present on the occasion were Chairman of Ayeyawady Division PDC Commander of South-West Command Maj-Gen Thura Myint Aung, Minister for Livestock and Fisheries Brig-Gen Maung Maung Thein, Deputy Commander Brig-Gen Tint Swe, departmental officials and local authorities.

The commander reported on facts about the division, land utilization, cultivation of monsoon and summer paddy, growing of 10 major crops and production of fish and meat.

Minister for Livestock and Fisheries Brig-Gen Maung Maung Thein explained encouragement being given to entrepreneurs in production of fish and meat, extension of fish and prawn breeding and prevention against animal complaints.

In his address, Lt-Gen Khin Maung Than said that Ayeywady Division is one of six reliable divisions of the State. It is necessary to make concerted efforts for economic growth. In the agriculture sector, pigeon pea is to be cultivated on western bank of Ngawun river and in Thalla region. As physic nut is being grown as a national duty, the division is to place emphasis on cultivation of physic nut meeting the target acreage. In the livestock breeding sector, fresh water fish are to be bred in 110,000 acres of land. Poultry farming is also extended, and it is necessary to boost offshore and onshore fishing. Hence, departmental personnel and local people are to join hands for the economic growth and the increase of per capita income of the division.

At the poultry farm of the command headquarters, they inspected eggs, chickens and hatchery.

The poultry farm distributes chickens to regiments and units, Ayeyawady Division Fisheries Association and entrepreneurs. They also inspected the livestock breeding production camp of the command headquarters. Afterwards, they viewed nurturing of 50,000 physic nut saplings and thriving 60 acres of physic nut.

At Bo Myat Tun Bridge, Lt-Gen Khin Maung Than heard reports on maintenance of the bridge and gave instructions on prevention against bank erosion and maintenance tasks. Next, they proceeded to Yangon in the evening.

Commander-in-Chief (Air) Lt-Gen Myat Hein hosts dinner to Indian Air Chief Marshal

Nay Pyi Taw, 22 Nov - Commander-in-Chief (Air) Lt-Gen Myat Hein and wife Daw Htwe Htwe Nyunt hosted a dinner in honour of visiting Indian Air Chief Marshal SP Tyagi, PVSM, AVSM, VM, ADC, Chairman of Chiefs of Staff Committee and Chief of the Air Staff and wife at Shwe Nandaw Hotel here yesterday.

Present also were Commander-in-Chief (Navy) Vice-Admiral Soe Thein, Military Affairs Security Chief Maj-Gen Ye Myint, Nay Pyi Taw Command Commander Brig-Gen Wai Lwin and their wives, Indian Ambassador to Union of Myanmar Mr Bhaskar Kumar Mitra and Military Attaché Col Jasvinder Singh Chopra.

The goodwill delegation led by the Indian Air Chief Marshal and wife were seen off at Nay Pyi Taw Airport by Commander-in-Chief (Air) Lt-Gen Myat Hein and wife Daw Htwe Htwe Nyunt, Commander of Nay Pyi Taw Command Brig-Gen Wai Lwin and wife and senior military officers this morning.

Before their departure, the Commander-in-Chief (Air) presented the documentary photo album on goodwill visit to Myanmar to the Indian Air Chief Marshal.

Myanmar workers in Thailand lose trust in rumours broadcast by some foreign media and satisfied with performance of the State Lt-Gen Kyaw Win inspects temporary passport office of Myanmar in Tachilek

Nay Pyi Taw, 22 Nov - Member of the State Peace and Development Council Lt-Gen Kyaw Win of the Ministry of Defence, accompanied by Chairman of Shan State (East) Peace and Development Council Commander of Triangle Region Command Maj-Gen Min Aung Hlaing and officials, inspected the temporary passport office of Myanmar at Sunsai Ward B in Tachilek this afternoon.

In-charge of the office Police Major Win Kyi reported to Lt-Gen Kyaw Win on arrangements to issue temporary passports to Myanmar workers in a day.

On 6 November, temporary passport offices were opened in Myawady, Kawthoung and Tachilek to issue temporary passports to Myanmar workers who are working in Thailand and new workers.

Out of the list of 10,000-Myanmar workers in Thailand sent by the Ministry of Labour of Thailand through diplomatic channel, U Myint Thein Aung and two family members from Ranong of Thailand took out temporary Myanmar passports. The temporary passport office in Kawthoung Township issued the passports to them in a day.

In accord with the guidance of the Head of State, Myanmar coordinated with Thailand to enable the Myanmar workers not only to hold temporary passports of Myanmar but also to live in Thailand as legal workers for enjoying the rights of workers.

Due to issuing the temporary passports in a day, Myanmar workers in Thailand lost trust in rumours broadcast by some foreign media and they are satisfied with the performance of the State. They are eager to get the temporary Myanmar passports.

It is reported that over 500 Myanmar workers will take out passports soon, and the temporary Myanmar passport offices in Tachilek, Myawady and Kawthoung Townships will issue temporary passports to 200 Myanmar workers daily.

Lt-Gen Khin Maung Than inspects Kaytumadi multi-purpose farm in Toungoo

Nay Pyi Taw, 22 Nov - Member of the State Peace and Development Council Lt-Gen Khin Maung Than of the Ministry of Defence, accompanied by Chair-man of Bago Division Peace and Development Council Commander of Southern Command Maj-Gen Ko Ko, Deputy Commander Brig-Gen Win Myint and officials, inspected thriving sugarcane plantations and reclamation of land with the help of machinery and tractors at Kaytumadi multi-purpose farm of Southern Command Headquarters in Toungoo on 20 November.

At the briefing hall, the in-charge of the farm reported on background history of the farm, land area, progress of cultivation task in 2005-06 and arrangements to be carried out for 2006-07. Commander Maj-Gen Ko Ko gave a supplementary report and Lt-Gen Khin Maung Than urged them to extend more acres of thriving sugarcane in the region this year.

A total of 5,034 acres have been reclaimed out of 9,825 acres, and 1,681 acres of land have been put under monsoon paddy, 1,598 acres of sugarcane and 1,450 acres of physic nut plants. Arrangements are being made for extended cultivation of summer paddy, edible oil crop, pulses and beans, kenaf and rubber. A total of 8,500 acres of sugarcane has been grown at Kaytumadi, Sabakywe and North Yekyi farms. Southern Command Headquarters plans to extend 1,500 acres of sugarcane to meet the target of 10,000 acres.

Lt-Gen Myint Swe inspects progress of Ngamoeyeik Bridge (Kamakyi) construction project

Yangon, 22 Nov - Lt-Gen Myint Swe of the Ministry of Defence inspected progress of Ngamoeyeik Bridge (Kamakyi) being built by Public Works on Kamakyi Road in Thuwunna of Thingangyun Township this afternoon.

Accompanied by Chairman of Yangon Division Peace and Development Council Commander of Yangon Command Brig-Gen Hla Htay Win and Mayor Brig-Gen Aung Thein Lin, Lt-Gen Myint Swe heard reports on construction of the bridge and approach roads presented by Yangon Division Superintending Engineer U Soe Tint and Senior Engineer U Han Soe.

The commander and the mayor gave sup-plementary reports on construction of the roads and laying of water pipeline for supply of water to Thakayta Township.

Lt-Gen Myint Swe instructed officials to construct tarred road in time, lay the water pipeline on the bridge and dredge the drains.

Director of Department of Human Settlement and Housing Development U Aung Tun presented reports on digging of drains and construction of platforms and concrete roads.

Next, Lt-Gen Myint Swe inspected building of the bridge, construction of the retaining walls, preparations for approach roads and laying of 16-inch water pipe lines, and left necessary instructions.

Ngamoeyeik Bridge (Kamakyi) is being built across Ngamoeyeik Creek to link Thuwunna of Thingangyun Township and Thakayta Township. The bridge will be 970 feet long and it will have 48 feet motor road flanked by six feet wide pedestrian ways. Its clearance is 65 feet wide and 11 feet high. It can withstand 60-ton loads. At present, construction of the bridge has been completed by 90 per cent.

The approach road on Thuwunna will be 520 feet long and 400 feet long on Thakayta Township.

Industry-1 Minister receives Chinese guests

Nay Pyi Taw, 22 Nov-Minister for Industry -I U Aung Thaung received President Ms Luo Yan of China CAMC Engineering Co Ltd (CAMCE) of the People’s Republic of China at his office here, yesterday.

Myanmar delegation arrives back after attending AMAF, ASEAN+3 Meeting

Nay Pyi Taw, 22 Nov - A Myanmar delegation led by Minister for Agriculture and Irrigation Maj-Gen Htay Oo arrived back here from Singapore yesterday after attending the 28th Meeting of the ASEAN Ministers on Agriculture and Forestry (AMAF) and the 6th Meeting of ASEAN Plus Three dialogue partners of East Asia.

AMAF held in Singapore on 16-17 November was participated by forestry and agriculture ministers and deputy ministers from ASEAN nations and senior officials.

They discussed the strengthening animal disease control pro-gramme, expanding markets for agricultural produce and enhancing safe food supply and coordinated actions towards sustainable forestry.

At the meeting, the ministers signed the agreement for establishment of ASEAN Animal Health Trust Fund (AAHTF).

At the 6th ASEAN Plus Three dialogue partners (People’s Republic of China, Japan and Republic of Korea) on 17 November, the ministers welcomed the collaborative activities with three dialogue partners on environmental conservation, agriculture, fishery and forestry sectors.

Myanmar delegation was welcomed back at Nay Pyi Taw Airport by Minister for Industry-2 Maj-Gen Saw Lwin, Minister for Commerce Brig-Gen Tin Naing Thein and departmental officials.

New administration system clarified in Myitkyina

Yangon, 22 Nov - A clarification on new administration system was made at the city hall in Myitkyina, Kachin State on 20 November.

Present were Chairman of Kachin State Peace and Development Council Commander of Northern Command Maj-Gen Ohn Myint, Minister for Home Affairs Maj-Gen Maung Oo, Director-General of Bureau of Special Investigation U Aung Saw Win, Director-General of General Administration Depart-ment U Myat Ko, Police Adjutant-General Police Brig-Gen Soe Win Myint, senior military officers, Secretary of Kachin State Peace and Development Council U Maung Maung Win and members, departmental officials, social organizations, chairmen of ward and village peace and development councils, entrepreneurs and guests.

In his address, Commander Maj-Gen Ohn Myint said the clarification on new administration system is very important for departments, social and local organizations that run administrative machinery and the people. Political, economic and social objectives have been laid down and efforts are being made for emergence of a modern, developed discipline-flourishing democratic nation, he said.

He said endeavours are being made to enable the country to stand tall in dignity among the nations of the world as a sovereign one and tasks for peace and stability and development are being carried out with national solidarity, the Union Spirit and patriotism.

He pointed out the importance of Our Three Main National Causes. Only when there is Our Three Main National Causes, will the nation be united, stable and peaceful. The seven-step Road Map has been laid down and the National Convention is in progress with the participation of national races in the Union and support of the entire people for emergence of a strong and enduring State Constitution, he said.

Next, Minister Maj-Gen Maung Oo made clarification on new administrative system. He presented uniforms for departments and regiments under the Ministry of Home Affairs to officials of GAD, MPF, BSI, Prisons Department, SID, special anti-drug squads.

The commander and the minister presented medicines for prisoners in Myitkyina, Bhamo and Putao to Deputy Director U Aung Zin of Myitkyina Jail.

The minister went to PD in Myitkyina where Deputy Director U Aung Zin reported on the conditions of the jails in Kachin State.

The minister visited Myitkyina Jail. On 19 November, the minister and party arrived in Sadon, Waingmaw Township and met departmental offi-cials, social organizations and townselders at the basic education high school.

The minister pre-sented medicines and cash to service personnel in Sadon. The minister and party inspected old Sadon fort, MRTV retran-smission station and the people’s hospital.

They paid respects to Sayadaw Bhaddanta Jevanda of Sadon hill missionary monastery and presented offertories to the Sayadaw. The minister inspected MPF station in Sadon and greeted families.

PBANRDA Deputy Minister inspects development tasks in Kungyangon, Twantay, Hmawby, Taikkyi

Yangon, 22 Nov - Deputy Minister for Progress of Border Areas and National Races and Development Affairs Col Tin Ngwe together with officials on 19 November heard reports on accomplishments and tasks to be carried out in 2006-07 fiscal year and urged them to strive for carrying out ongoing tasks in time and levy tax correctly at Kungyangon Township Development Affairs Committee. At the office of Twantay Township Development Affairs Committee, the deputy minister also heard reports presented by an official and gave necessary instructions. Next, he looked into tarmacking of Shwesantaw Pagoda Street in Twantay.

Later, the deputy minister inspected progress of construction tasks being carried out by Hmawby Township DAC in Hmawby. At the office of Township DAC, he heard reports presented by an official and gave necessary instructions.

At the briefing hall of district-to-district Road No 1 being constructed by Taikkyi Township DAC, the deputy minister laid down procedures to be followed in construction tasks.

Maiden trip of Mawlamyine-Yangon special express train launched

Yangon, 22 Nov - With a view to ensuring comfort and convenience of passengers travelling between Yangon and Mawlamyine, the Ministry of Rail Transportation launched the maiden trip of Special Express Train on Yangon-Mawlamyine railroad at 5.30 am on 19 November.

Chairman of Mon State Peace and Development Council Commander of South-East Command Brig-Gen Thet Naing Win and Deputy Minister for Rail Transportation Thura U Thaung Lwin cut the ribbon to launch 36-down special express train and sprinkled scented water on the coach.

The commander, the deputy minister and departmental officials inspected coaches of the express train and cordially greeted passengers.

36-down special express train departed from No 1 platform of Mawlamyine Station at 6.15 am. The commander and the deputy minister rode in the train from Mawlamyine to Thaton Stations.

The 35-up special express train will leave Yangon Railway Station through Yangon-Mawlamyine railroad at 7.15 am daily and the 36-down special express train will depart Mawlamyine Station at 6 am daily. Both trains will stop at Kyaikto for a while.

The trains include eight coaches for ordinary class, two coaches for upper class and one for the sleeper class.

The coaches of up and down special express trains running along Yangon-Mawlamyine railroad were out of 130 presented by the People’s Republic of China during the goodwill visit of the Prime Minister in 2006.

MWAF meets to hold AGM-2006

Yangon, 22 Nov - Myanmar Women’s Affairs Federation held a coordination meeting to organize its Annual General Meeting for 2006 at MWAF building in Bahan Township today.

The meeting was opened with an address by Chairperson of the organizing committee for the AGM President of MWAF Daw Than Than Nwe. It was also attended by Vice Presidents of MWAF Daw Khin Lay Myint and Daw Khin Thet Htay, leaders of the departments under the federation and members of the leading committee for organizing the meeting.

At the meeting, General Secretary of MWAF Prof Dr Daw Khin Mar Tun briefed them on organisational set up and tasks of sub-committees under the federation. Those present at the meeting also participated in the discussion and the meeting ended with concluding remarks by President Daw Than Than Nwe.

Notice to mariners

Yangon, 22 Nov-Under the joint venture, the Myanmar Oil and Gas Enterprise and PTTEP International Ltd will launch their test drilling of oil wells at Mottama offshore oil field M-9 on 28 November.

The test drilling of oil well Zawtika-1A will be carried out at the coordinate between north latitude 14˚ 08' 36" and east latitude 95˚ 51' 25" from 28 November to 31 December 2006; oil well Ziwaka-2, between north latitude 14˚ 01' 43" and east latitude 95˚ 49' 24" from 1 January to 14 February 2007; oil well Prospect 063, between north latitude 14˚ 27' 48" and east latitude 95˚ 53' 00" from 15 March and 14 April 2007; and oil well Prospect C 010, between north latitude 14˚ 24' 20" and east latitude 95˚ 01' 24" from 15 February to 14 March 2007.

Therefore, during the period between 28 November 2006 and 31 July 2007, the vessels, large and small, are to ply in the waters at least four kilometers away from the oil drilling machine Doo Sung.

Desks donated to schools in Tatkon Township

Nay Pyi Taw, 19 Nov- CEC member of the Union Solidarity and Development Association Minister for Transport Maj-Gen Thein Swe attended a ceremony to donate desks to 10 Basic Education Primary Schools in Tatkon Township at the Township Peace and Development Council office this afternoon.

First, the CEC member gave a speech.

Secretary of Pyinmana District USDA U Khin Maung Htay handed over the documents to Secretary of the township USDA U Pe Arnt Maung.

Next, the Minister, the Chairman of Tatkon Township Peace and Development Council and the Secretary of Pyinmana District USDA presented 70 desks to headmasters.

Next, Ywathit BEPS Headmistress Daw Khin Mar Swe thanked for the donations.

Discussions held for industrial development

Nay Pyi Taw, 21 Nov-Minister for Finance and Revenue Maj-Gen Hla Tun held a meeting with departmental officials of departments and enterprises under the ministry and entrepreneurs at the ministry here yesterday.

The minister in his speech said that the ministry is providing necessary assistance for the national entrepreneurs for promotion of their efficiency and exempting them from paying taxes based on kinds and conditions of their enterprises. It is also giving them exemption from taxes for the industrial development.

He nudged the entrepreneurs into making suggestions and holding discussions. He said he believed that they will bring good results for boosting production, export promotion and commercial development.

Director-General U Hsan Tun of the Internal Revenue Department gave an account of the measures taken for the convenience of the entrepreneurs in dealing with the procedures on tax.

The entrepreneurs raised queries and reported on their requirements.

The minister assessed their reports and suggestions.

Basic Refresher Golf Course to be conducted

Yangon, 22 Nov - Myanmar Golf Driving Range on Kyaukyedwin Road in Mayangon Township and Golf Academy of Han Golf Masters is conducting youth refresher golf courses during holidays. They will open a basic golf refresher course two times per week on Saturdays and Sundays starting from 25 November.

Health care provided to prisoners at Mandalay Jail

Yangon, 22 Nov - Specialists and traditional medicine practitioners are providing health care services to prisoners at Mandalay Jail as and when necessary. They are providing treatments to the prisoners every Friday.
