
Yangon, 15 Nov - The National Convention Convening Commission held the
Meeting 13/2006 at the hall of the commission at Anawrahta Yeiktha of
Nyaunghnapin Camp in Hmawby Township, Yangon Division, this morning, with an
address by Chairman of the NCCC Secretary-1 of the State Peace and Development
Council Lt-Gen Thein Sein.
Also present at the meeting were Vice-Chairmen of the NCCC Chief Justice
U Aung Toe and Minister for Cooperatives Maj-Gen Tin Htut, Secretary Minister
for Information Brig-Gen Kyaw Hsan and Commission members.
Joint-Secretary-2 of the Commission Director-General U Myint Thein of
Pyithu Hluttaw Office acted as MC.
First, Chairman of the NCCC Secretary-1 Lt-Gen Thein Sein delivered an
address. He said that today's meeting was the coordination meeting of the
National Convention Convening Commission. The National Convention was
reconvened on 10 October 2006, and it has been in progress for over one month.
The Alternate Chairmen of the Plenary Session of the National Convention
has reported on a collection of proposals at the National Convention submitted
by delegate groups at the previous sessions on laying down detailed basic
principles for the chapter on legislative functions of Pyidaungsu Hluttaw,
Pyithu Hluttaw, Amyotha Hluttaw and Region or State Hluttaw, and the chapter
on Citizenship, Rights and Duties of Citizens and Role of Tatmadaw to be
included in drafting the State Constitution. With regard to separate
suggestions, the National Convention Convening Work Committee, after seeking
the approvals of the delegate groups, adopted the detailed basic principles
for the chapter on legislative functions of Pyidaungsu Hluttaw, Pyithu
Hluttaw, Amyotha Hluttaw and Region or State Hluttaw, and the chapter on
Citizenship, Rights and Duties of Citizens and Role of Tatmadaw.
Furthermore, the clarifications of the National Convention Convening
Work Committee Chairman for laying down of detailed basic principles
concerning the chapter on Election, the chapter on Political Parties and the
chapter on Provision on State of Emergency to be included in drafting the
State Constitution, and the clarifications of the NCC Work Committee Chairman
for laying down of detailed basic principles concerning the chapter on
Amendment of the Constitution, State Flag, State Seal, National Anthem, and
the Capital, the chapter on Transitory Provisions, and the chapter on General
Provisions have been made at the Plenary Sessions of the National Convention.
At present, delegate groups of the National Convention are holding
discussions concerning the chapter on Election, the chapter on Political
Parties and the chapter on Provision on State of Emergency, and compiling the
proposals. On completion, the proposals of the delegate groups will be
submitted to the Plenary Session of the National Convention. Likewise, when
the delegate groups complete compilation of the proposals concerning the
chapter on Amendment of the Constitution, State Flag, State Seal, National
Anthem, and the Capital, the chapter on Transitory Provisions, and the chapter
on General Provisions, these proposals will be read at the Plenary Session of
the National Convention.
As the National Convention has been in progress for over one month, the
National Convention Convening Management Committee is to provide assistance
for reception and accommodation, transport and health matters of the delegates
during the period of the National Convention. In addition, it is necessary to
take care of lush and greening and sanitation at the Nyaunghnapin Camp.
Next, NCCC Secretary Minister for Information Brig-Gen Kyaw Hsan
reported on tasks being carried out for putting records on the National
Convention.
Afterwards, members of the NCCC discussed matters related to proposals
submitted by the National Convention Convening Work Committee to the NCCC, and
they also held the meeting on other matters to be reported to the National
Convention.
Members of the NCCC gave suggestions on successful convening the
National Convention.
The Secretary-1 gave necessary instructions, and the meeting ended at
noon.

Delegate Group of Political Parties holds
meeting

Yangon, 15 Nov - Group Meeting of the Delegation Group of Political
Parties was held at Nyaunghnapin Camp in Hmawby Township today.
U Le Kwe Chin of Shan State Kokang Democratic Party presided over the
meeting together with members of the Panel of Chairmen U Tun Yin Law of
National Unity Party and U Saw Philip (a) U Philip Sam of Wa National
Development Party and Deputy Director U Tin Maung Oo of Work Group-5 of
National Convention Convening Work Committee acted as MC together with
Assistant Director Daw Htay Htay Win.
The MC announced the validity of the meeting as 27 delegates out of 30
attended the meeting accounting 90 per cent.
Next, Meeting Chairman U Le Kwe Chin delivered an opening speech.
U Tun Yi of National Unity Party, U Kun Maung Toke of Union Pa-O
National Organization and U Khaung Dai of Shan State Kokang Democratic Party
presented proposals on the detailed basic principles concerning the chapter on
“Election”, the chapter on “Political Parties” and the chapter on
“Provision on State of Emergency” clarified by the Chairman of National
Convention Convening Work Committee to be included in drafting the State
Constitution.
The meeting ended with concluding remarks by the Chairman of the
Meeting.
